About Stamps and Registration

 

The Department of Stamps & Registration is the third highest revenue generating department for the Government of Karnataka with a revenue collection of Rs 11451.05 Crores in the year 2019-20. Total Documents Registered is around 19.57 lakhs.

The Department of Stamps and Registration is the custodian of registered public records such as Register of Marriages and Firms, Documents pertaining to transactions namely sale, transfer or gift of immovable properties, Mortgage, Power of Attorneys, wills and many more. Some of the oldest records date back to 1865. Maintenance and preservation of these critical public records is the prime responsibility of the department. The records or the information associated with registered records are to be made available to the public when requested through defined procedures. The department is also responsible for collecting stamp duty on behalf of the Government for specified transactions. The services are provided through 256 Sub-Registrar Offices (SROs), under control of 35 District Registrar Offices, spread across the state.

The services of the department were computerized through implementation of a software application christened as ‘KAVERI’. KAVERI was successfully rolled out in all the SROs by 2004 on a BOOT Model and has been operational since then. KAVERI is a decentralized application software system with each office having its own server to maintain the application and data generated. However, in the recent past the department is transferring the data to a centralized database at SDC for backup and rendering additional services. KAVERI has helped in speeding up the processes of registration and digitization of data and documents.

The department in 2013 finalized the vendor for revamping the ailing hardware and selected M/s HCL Info systems Ltd as its service partner to replace the existing old IT hardware Infrastructure like Desktops, local servers, Printers, Scanners, Switches, UPS, Generators etc located in the offices of the department and implementation of software tools like Biometric authentication software, ATMS, Service desk, EMS and Client/Asset management Software and hardware at State Data Centre and deployment of Data entry operators, Hardware engineers, Area managers, Service desk representatives at regional as well as head office.
